Planning Applications (MBC) 13/1749

We are not out of the Woods yet !!
The recent application was refused by both MBC and Tonbridge & Malling. Croudace will now go to Appeal because they firmly believe they will get a favourable decision from the Inspector because of the NPPF Regulations.  Now is the time for you to voice your opinion…..!  If we do not let Croudace know how we continue to feel about this development they will think we going to accept one of their schemes… VOICE YOUR OPINION

The leaflet from Barton Willmore is confusing.  (we hope you agree?)

As a resident in this area NEITHER scheme is acceptable.

Scheme 3 - confusion over no of houses - they propose to build 420 PLUS 80 = 500... NOT just 80 houses.
Access road between the fields will cut across the ancient woodland - causing irretrievable damage.

Scheme 2 - no of houses will be 420 built in reservoir field - this number needs to be reduced.
No infrastructure in place in this area to cope with either scheme.
Too much traffic will be generated by this development into Hermitage Lane.

Neither schemes even mention MBC's requirement of a country park… (this will also safe guard future development in the lower fields…)

NAAGS SUBMITTED COMMENTS WITH REGARDS TO CLARENDON HOMES PLANNING APPLICATION FOR 106 HOMES IN ALLINGTON REF 19/500769

 14-03-2019

OPPOSITION TO CLARENDON HOMES BEAVER ROAD, ALLINGTON ACCESS ROAD
 19/500769/EIOUT

CLARENDON HOMES
LAND SOUTH WEST OF LONDON ROAD AND WEST OF CASTOR PARK, BEAVER ROAD, ALLINGTON, MAIDSTONE  -  APPLICATION REF: 19/500769/EIOUT

ACCESS TO AND FROM THIS DEVELOPMENT
It is appreciated this application submitted to Maidstone Borough Council for approval is for the access road only to and from the Clarendon Homes development and the 106 dwellings will be built on the Tonbridge & Malling Borough Council side of the boundary between our two authorities. It appears that this application has been resubmitted including the same documents and the same proposal but all the comments that were received from residents have been removed whereas they should have been submitted with this application.
But it is the access road which will cause even more unmitigated pressures to the local residents of Allington and any infrastructure and facilities which are available in this area and families living in these 106 dwellings will also cause problems because  although living within the borough of Tonbridge & Malling  they will be within easy reach of the facilities and services provided by Maidstone Borough Council.
If this application is given approval then Tonbridge & Malling Borough Council will reap all the benefits as they will undoubtedly claw in all the Section 106 payments and other payments this developer will be responsible for and, of course eventually the council tax.  Maidstone Borough Council, will once again lose out because it will be our Borough who will be dealing with increased traffic congestion, air pollution, over-crowded schools. The doctors’ surgeries are over-subscribed with a result that it is not possible to get an appointment with a doctor for four weeks and when attempting to make an appointment generally there are only telephone consultation with a doctor available. Dentists are also under pressure from the increased number of residents moving into the area.
This application for access must be REFUSED.
This week it has been well circulated that Maidstone Borough Council have between 2015 and 2018 built almost 3,000 dwellings, which unfortunately means in excess of 6,000 extra vehicles coming onto the roads of Maidstone but again during this period there has been no evident improvement in the infrastructure to accommodate such an increase.
The A20 London Road which passes Beaver Road is constantly congested and because of the railway bridge and how developments have been built extremely close to the road there is little scope for widening/improving the A20 London Road.  It must also be remembered that Gladman Development are applying to build 840 dwellings on a field nearby and one of the accesses to this site will be at the Poppyfields Roundabout A20 London Road, which could produce even more cars to join the congestion in this area.
Tonbridge & Malling Borough Council  do not appear concerned how this development will  implode on the Alllngton area.
PUBLIC CONSULTATION
Curtin & Co, were employed to carry out public consultations with the local residents and their report on their findings confirmed the Statement of Community Involvement (SCI) supported this development on land South West of London Toad and West of Castor Park, Allington and are convinced they adhered to the guidance found in the NPPF and Tonbridge & Malling Borough Councils requirements.  BUT only 50 residents were interviewed and we would question how far this investigation went because it must be remembered that it is not only the residents who live in close proximity to the site but a far wider area that will be affected.
The residents in Allington are already suffering from the dense over-building being allowed by Maidstone Borough Council Planners without the possible impact of this development and the Gladman Development for 840 dwellings which will be built on the other side of the railway line but again will have access into London Road at the Poppyfields Roundabout.
Clarendon Homes believe they gain a clear understanding of the situation by speaking to only 50 residents, perhaps a public meeting or open day would have gained a thorough understanding of how the residents really felt.
The SCI states the site is located in South Aylesford, Kent but it is, in fact, much closer to Allington, Maidstone whereas Aylesford High Street is between 2/3 miles away from the site and does actually run along the side of Beaver Road, Allington.
TRAFFIC
The entry and exit to the site can only be accessed by using Beaver Road.  Traffic lights control the flow of traffic into the A20 London Road where during rush hour and, these days, other times of the day, the traffic is congested and slow moving up to the Exit 5 motorway roundabout.  When there is an incident on the M20 the traffic is brought to a standstill for as long as it takes to clear the motorway.  Even temporary traffic lights which recently have been in use along the A20 London Road causes long delays.
Tonbridge & Malling Borough Council appears to be ignoring this serious problem because they have identified the site as a strategic site in their draft Local Plan where they have identified the necessity to build 696 homes per annum.  Clarendon Homes state homes are needed within this area and their development will service this need.
The over-development which has taken place in the Allington and Hermitage Lane areas during the last couple of years is turning this part of the Borough into a concrete jungle.  There is an urgent need for sensible consideration to be given when applications come to Maidstone Borough Council for approval.  There is no evidence of any consideration having been given to how these areas will cope with such an influx of new families, how the roads can cope with the extra traffic – there certainly has not been any improvement is public transport.
Clarendon Homes do not anticipate that the 1% increase in traffic generated from this site will cause problems on the A20 and Coldharbour roundabout.  The proposed developments of Clarendon Homes and Gladman Estates will certainly increase the traffic by more than 1%.
The developer believes the following services will be available to these families –
Mid Kent Shopping Centre
Lloyds Pharmacy
Opticians
Allington doctors’ surgeries – 2 of which closed down last year and only one has been replaced by a practice from the town.
Local schools (Allington, Palace Wood, Brunswick, Maplesden Noakes, St Augustines and St Francis are all over-subscribed and have waiting lists.
London Road Park & Ride is mentioned which as we know will shortly be closed to make way for yet more houses. The closure of a service which could help alleviate the traffic congestion but instead another public transport service will be eliminated.
GREEN OPEN SPACE – ‘GO GREEN GO WILD’
Once again permission is sought to build on a green field taking away any green space the residents are able to enjoy. Go Green, Go Wild is a project designed to connect the community with nature and green spaces and continue to grow a nature-rich borough.  Every time an application for this area is submitted to the council another green open space is lost.  To be able to take a walk in natural surroundings is very difficult as the land erosion continues.  Blue Bell Wood, off Hermitage Lane will now be destroyed because the Planning Committee approved plans to construct an access road across the ancient woodland to join up the developer’s two fields of houses.
AIR QUALITY
Air pollution is already extremely bad in this area and will continue to deteriorate whilst there are so many houses due to be built. Green spaces support wildlife and trees have their own way of taking pollution out of the air.  The animals and small creatures who frequent and live in these open fields are being forced to find new habitats and with all this loss the biodiversity of the area is also lost for ever.  Once green fields have been built on they cannot be reclaimed back and nature takes another knock.
CONCLUSION
The access road is untenable for Allington and because of all the problems this application would cause to the area should be REFUSED.

GREEDY DEVELOPERS CROUDACE HAVE THEIR PLANNING APPLICATION DEFERRED 27-09-2018

NAAGs PRESS RELEASE 27-09-2018
At the MBC Planning Committee meeting held on Thursday 27 September 2018 the Phase 4 Proposal for Reserved Matters for appears, landscaping, layout and scale for the southern field was on the agenda.
Included in this proposal was the access road across the ancient woodland into the northern field setting out the number of trees which would be destroyed, the safety measures for the road crossing the PROW in the woods etc.
NAAGs had opposed this proposal and one of our members, Angela Poletti, had a 3 minute speech to substantiate our reasons.  There have been recent alterations in the NPFF Regulations concerning ancient woodlands which were introduced into the Committee discussions. At the Planning Inquiry Croudace had outlined 5 options for this access road across the woods and had decided that Option 3 would cause the least amount of environmental damage to the woods. BUT it would also cause more destruction in the ancient woodland than some of the other Options and it was proposed and seconded by the councillors that this proposal be deferred until more information was available on Option 2 and 5 of the proposals.
This deferment is the first good news we have had in the last 5 years of our opposition to the scheme and we are now, once again, undertaking our own investigation into these Options as well as gaining an in-depth knowledge of the NPPF amendments to developing in and around ancient woodlands.
We are, therefore asking once again, that the residents in the Allington area to support and help us gather the information we require to further our opposition to an access road across the ancient woodland.

ALLINGTON - 2 GP SURGERIES TO CLOSE AT THE SAME TIME LEAVING 5000 PATIENTS WITHOUT A DOCTOR?  27-03-2018

WHAT TO DO NEXT
Are you one of the many thousands of patients affected by the pending closure of Allington Park Surgery and Allington Clinic in May 2018?
Comment, like and share this post far and wide if this impacts you... (this needs to go viral)
It is not good enough that 2 essential health services serving a local community are to close with just 2 months notice.
The alternatives are not looking too good either with all other neighbouring surgeries posting notices that their books are closed.
The NHS’s CCG (Clinical Commissioning Group) have to provide alternatives, so you will not be left without access to doctors. However the alternatives might be impossible and majorly inconvenient for elderly and disabled persons to easily reach with additional travel to be incurred which will impact on additional traffic on Allington’s already congested road network. (and will also increase Nox emission levels in the area with added traffic)...
WHAT YOU NEED TO DO IS CONTACT YOUR LOCAL COUNCILLOR AND ASK FOR THEIR HELP TO SEEK SENSIBLE AND TANGIBLE PROVISION OF LOCAL GP’S FOR ALLINGTON.
DO NOT ACCEPT THEIR ANSWERS IF THEY RESPOND THAT THE MATTER IS OUT OF THEIR HANDS, THEY ARE VERY MUCH AT FAULT AS THEY VOTED FOR THE MAIDSTONE LOCAL PLAN TO INTRODUCE MORE HOUSING INTO MAIDSTONE WITHOUT PROPER INFRASTUCTURE IN PLACE FIRST... THEY ALSO IGNORED RESIDENTS COMMENTS AT PLANNING MEETINGS WHEREBY THEY WERE TOLD SURGERIES WERE AT CAPACITY ALREADY, AND SCHOOLS HAD REACHED THEIR QUOTA TOO.
Your local Libdem councillors in Allington are Dan Daley, Cynthia Robertson, James Willis and Diana Lewins. When contacting them may be ask:
🔘 Why have the the Libdem councillors been so insistent on building new houses in Allington without upgraded public services that currently are already at saturation point?
🔘 Ask why the Libdem administration never discussed any contingency plans with the CCG for such problems of GP closures occurring?
🔘 Ask what are they actively doing to ensure these Allington surgeries remain open?
🔘 And finally, ask the Libdem councillors what provisions are in place for the 4000 new Hermitage Park (Croudace’s Land East Of Hermitage Lane) development residents when occupation commences in just 1 months time. [heads up, there is no planned GP surgery]…?
Local elections 🗳 take place in May, maybe you need to consider the answers to the questions above when putting that tick ✅ in your vote box.

WHO WILL YOU VOTE FOR IN ALLINGTON
IN 2018?
 22-03-2018

Picture
The local elections are looming in 6 weeks time... whilst you have a think about who to vote for (or whether to vote) take the time to think about where you live, what changes have taken place around you, good and bad, and how much your existing local councillor has helped to achieve successful representation and improvement to your area over the past year.
Ask yourself:
Do you know your councillor?
Have they made themselves known to you?
Have they been easily accessible and approachable?
Has your councillor listened to your needs and acted accordingly?
Has your councillor been outspoken in Council in order to express the views of those they represent?
Have they had results and won their fights for you?

If you can answer yes to these questions then go ahead and give them another term in office.
If you are having doubts about their ability to represent you then consider an alternative party with your vote.
A no vote will not stop them coming into power again as they win by percentages, therefore a vote to another party is the only way to make change...
Think about it and make your vote for the next set of local councillors an intelligent change.

Allington Byway Safety at Risk  27-02-2018

Picture
Who considers the byway between Howard Drive and Hermitage Lane is now very dangerous now that it has a road dissecting it without any pedestrian crossing or highway safety signage?
This road up until now has just been access for site operatives but very soon the Croudace show home will be open for business and the general public will be using the road daily too... the first houses will also be occupied very soon which then adds removal lorries, couriers and so forth to the mix.
We would like to see a pedestrian crossing installed by the developer and a 5mph speed limit but KCC and MBC don’t think there is a need because there are no recorded fatalities (I.e. no-one has died yet...) 🤔🤠🔫⚰️
If you use this byway to walk to work, walk the dog, take the kids to school or just for leisure then please contact your local councillors and demand action.
No say no FT. Comment, like and share the living daylights out of this post if you care about your safety...

Stop Developers and Land Speculators destroying our lovely towns and villages  27-02-2018

Picture
Are you fed up with Developers and Land Speculators trying to destroy our lovely Towns and villages with inappropriate developments that lack infrastructure where nobody wants them on green fields?
Developers and Land speculators ACTIVELY BOAST how they can get planning permission, on any unsuitable site on green fields or even the green belt, by using the National Planning Policy Framework against our Councils when they refuse planning permission for their planning applications.
We (residents) have had enough of this, so we have created a petition on the Government website, to send a clear message to Parliament that we want this to stop and give our elected Councils and residents the final say where developments go.
https://petition.parliament.uk/petitions/212794
Please sign the Petition and send a clear message to Parliament that “We have had enough of this and we want it to stop”.

ALLINGTON PARK & RIDE
SAVED FOR 1 YEAR
 07-02-2018

Picture
Maidstone P&R has been saved by the skin of its teeth and has been given a year to prove itself viable... lots of comments being made about the future of Maidstone’s transport access in and out of town not going to cope with the 27000 new houses (x 2.7 car journeys each). (Told you soooooo!)...
When will MBC planners and councillors realise that building houses is not sustainable without the infrastructure being in place first.... period... (regrettably the answer is “never”...)
Save Maidstone from Maidstone Borough Council.... who are seemingly insistent on destruction and are allowing irreparable damage to the county town of Kent.
Seriously lacking balls, seriously lacking common sense and seriously lacking any ability to make a single right decision. Totally incompetent...
Who thinks Maidstone is doomed and will be unrecognisable in under 5 years time?

PARK & RIDE SERVICES IN ALLINGTON WERE PROMISED TO RETURN A PROFIT 07-02-2018

"Thank you very much" to our local Libdem councillors that are always working for us... This is what Councillor Dan Daley thought 11 years ago about the Allington park and ride scheme and how it would not cost the tax payer a penny but would indeed make over ~£3m projected profit over 25 years...
Did they succeed ? You decide... The latest £250,000 bail out for 1 year suggests not...
Does someone in MBC want to now sell the land off for development we wonder! (more on that to follow)

 Phase 2A Response
Reserved Matters 17/503680/REM
22-08-2017

Dear residents, lane users and supporters

Croudace Homes have submitted a reserved matters planning application for Land East of Hermitage Lane that looks at the allocated space for the proposed Community Centre.  There are several aspects of this application that are unacceptable in the applications current state with the form below being utilised to send your planning feedback comments to the MBC planning department. **** Planning Comments form link: http://bit.ly/2Aresponse ****

NOW CROUDACE WANT NIGHT TIME OPERATIONS (25-07-17)

Croudace have been in contact with Maidstone planners and have been APPROVED night time operations as they are behind schedule.... what a joke !!!
This must not be allowed to happen. It must be overturned.
There are noise, light pollution and related health and safety of the public implications...
We have put together a quick online form for you to send an automatic email to James Bailey at MBC planning. It takes just a few seconds to complete.

**** Objection form: https://tinyurl.com/yd2upffr ****

Please can all supporters find a few seconds to complete this task and send your objection. Every voice matters!
You can always write your email in person to James Bailey at jamesbailey@maidstone.gov.uk or send a letter to Mid Kent planning support, Maidstone House, King Street, Maidstone, Kent. ME156QJ.

YET MORE TRAFFIC CHAOS AND MISERY ON HERMITAGE LANE (12-06-17)
Hermitage Lane
Hermitage Lane
Picture
Hermitage Lane continues to be our daily dose of misery now that Croudace Homes have commenced their roadworks to create their junction and install yet more non intelligent traffic lights. Roadworks are due to continue into July it is understood.

All our journeys to work, home, school, hospital and just normal shopping trips etc are endlessly affected with delays by the blight of Hermitage Lane.
And it won't end here... The rest of 2017 and into 2018 and onwards to 2030 will see yet more developments being proposed along this corridor. boooo hissss !!!!

KCC highways have never objected to any traffic issues or imposed restrictions or mitigation measures for these developments. This proves to the people of Maidstone & Tonbridge & Malling that KCC are incompetent to the highest degree. How can they not see the devastation they are allowing to take place to our road network?

Pollution levels due to vehicle fumes have been measured in Hermitage Lane and already break EU regulations. Think what this is doing to our health and the health of future generations. The Lane cannot support any more vehicles.

Gallaghers quarry outputs ~900 vehicle movements alone per day and these types of lorries are the biggest source of pollutants on the roads today...

"NEXT STOP" is the new application (just in) for phase 2 of Croudaces site for another 119 houses on Hermitage Lane. Application ref 17/502767/REM refers. We all have until the 6th July to send our objections to MBC. See letter attached to this post. This application has been made in a calculated timescale as when it comes before planning committee in late July the holiday season will be upon us with the hope from Croudace that there will be a lack of interest and people present so they will obtain their required result with relative ease! How wrong is our planning system? How conniving, calculating and greedy are these developers?

ALL SUPPORTERS AGAINST THESE DEVELOPMENTS MUST ENSURE YOU PERSONALLY WRITE AND OBJECT. DON'T THINK SOMEONE ELSES VOICE WILL BE YOURS. EVERY RESIDENTS LETTER MATTERS... WRITE TODAY, WRITE RIGHT NOW..... YES NOW!

If you have your say then you can hold your head up high knowing you have done your bit of the process. No say = misery for all, so thank-you in advance for your objection letter to Gladman.

To object email: planningsupport@midkent.gov.uk or go to www.planningportal.gov.uk using the reference 17/502767/REM

HERMITAGE LANE POLLUTION LEVELS BREAK EU GUIDELINES (08-02-17)
Picture
In November/December 2016 NAAGs commenced a project to monitor and record the Nitrogen Dioxide (NO2) pollution levels along Hermitage Lane.  Why? because no-one else was -  and the developers use environmental air quality data from testing stations 5-10+ miles away and think that's OK.  We thought differently about this and decided to perform our own tests at our own expense.  The results were alarming, the results clearly demonstrate that the air we breath along Hermitage Lane breaks EU guidelines.  And it is only set to get worse with the introduction of more vehicles due to over development of the locality. Traffic lights are the worst culprit of pollution on roads and Hermitage Lane will very soon look like the LAS VEGAS strip with all its traffic lights at intersections of housing entrances, and yet KCC highways still insist on traffic lights over self regulating roundabouts which are far more eco friendly and cost less to maintain. View the report here

RESIDENTS OF MAIDSTONE ARE NEEDED TO ATTEND THE TOWN HALL ON THE 8TH DECEMBER 2016. LEofHL GOES TO PLANNING COMMITTEE (03-12-16)
Picture

** E V E R Y O N E   N E E D S   T O   A T T E N D **
In 2013 NAAG's unwittingly managed to delay the commencement of the planning meeting due to over 200 members of public staging a peaceful protest outside the town hall and then wanting to get into the council chamber to witness the meeting, a room that could only hold around 50 people. Chaos ensued for sometime until another overflow room was opened. This was quoted by the planning chairman as being the biggest audience he had seen in the town hall ever!

So NOW in 2016 we want to beat that number of 200 people and demonstrate to councillors, planning officers and executives that an even bigger volume of public opinion has gathered to protest against the forces the council and developers are placing on our lives... we do not live in a dictatorship, our opinion needs to be listened to and we will stand up and be counted. The accumulative effects development is having in our area of Allington and Hermitage Lane is catastrophic and totally without thought and consideration to those it impacts the most.
WE ARE NOT BEING LISTENED TO.

****** PEOPLE POWER WILL NOW SPEAK OUT ! ******

Where are when to attend?

DEVELOPERS WANT TO CLOSE OUR QUEENS ROAD  CONVENIENCE STORE  (07-11-16)
Once again a developer has seen an opportunity to build houses to gain profits at the expense of the local community by submitting a planning application to MBC to demolish the Payless Store, Queens Road and build 6 houses on the site.

This shop is the only convenience store in close proximity to several estates and properties in Queens Road.  It is impractical to build even more houses in this area as Queens Road has been over developed in recent years and is becoming a rat run due to traffic trying to avoid the Hermitage Lane congestion as well as all the traffic generated by the schools.

For once planners should consider the needs of the existing residents, many of them elderly.  Local Residents have set up a petition opposing this application and would ask that as many people as possible write :

DID YOU READ OUR EXPOSÉ ON THE KCC, HIGHWAYS ENGLAND REVIEW OF THE M20 FOR THE MBC LOCAL PLAN EXAMINATION? WELL THESE FIGURES DO NOT INCLUDE THIS ADDITIONAL HOUSING NUMBER!
BECAUSE WE RESIDE ON THE BORDER BETWEEN 2 COUNCILS THAT ARE NOT JOINED UP INTERNALLY IT MEANS EACH BOROUGH COUNCIL DOES THEIR OWN THING IN TOTAL ISOLATION. THIS IS NOT GOOD FOR RESIDENTS AS WE SUFFER THE END RESULT OF POOR COMMUNICATIONS AND DECISIONS MADE WITHOUT ROBUST CONSULTATION.
